A method for the police

Women spy, find out who, how and where did something, they work for the Brotherhood. The men from the Brotherhood get the information and do the hits. As simple as that. Residents can call the Brotherhood in case of trouble. This is direct competition to state police. Residents are not allowed to call the state police, they're allowed to call the Brotherhood in case of danger or trouble. This applies our own law to the neighbourhood and ousts the state. This is anarchy in the neighbourhoods in practice. As simple as that.
